Does this new security flaw affect Macs running OS 10.12.x and OS 10.13.x, or is it a flaw existing in the newer operating systems ... NB

I would guess Safari that old has plenty of vulnerabilities, I'd get a more upto date Browser.
Might try this, it's Chrome Browser without google & without Ads...
