My Ethernet speed is seemingly being throttled at 100Mbps. I have an Xfinity XB8 router. With a direct connection between the iMac 27 (2019) and the router, I can’t get more than 100Mbps. On the same connection, my Apple TV 4K gets 960Mbps.

I have used both 6ft and 40ft Cat6 cables. Also ran it through the home wiring installed by a professional Low Voltage installer. Also, the same thing is happening to my wife’s iMac about a 2018 model. All three wiring schemes mentioned above achieved 960 Mbps to my Apple TV 4K.
Not sure I believe you have answered my issue. Ethernet is far superior to unreliable WiFi. But when Apple throttles the Ethernet connection, it is not a good option. Why would my Apple TV get 960Mbps, but you tell me not to use that service?
As I’ve already said (twice), your ATV is n/a. How are you measuring speed anyway? Irrespective, avoid all wall/electrician wiring, just a cable 3’ and move up from that point. Don’t forget hearty restarts to both the router and iMac before doing so.
I had the same problem with my 2017 iMac. For the life of me I couldn't figure it out. The ISP blamed Apple. Apple blamed the ISP. Finally bought one of these: https://en.j5create.com/products/juh470 and my connection is nearly a gig consistently.

ATV behavior is n/a. Use 6 feet or less, no internal-external-electrician stuff, or use WiFI.
Also, even on a 6’ cable, I was dealing with the same throttling issue.

Then why does my Apple TV 4K get 960Mbps? There is a setting in my iMac that is limiting the speed.
I have used the 6’ Cat6, and my iMac gets nothing faster than 100Mbps. While my Apple TV4K, on the 40’ Cat6 cable, still achieves 960Mbps?
Then it's not Throttling. It's something else.
