Weather app not connecting to internet for iPhone 12 and Newer in the Dominican Republic

Weather app cannot connect to the internet, when the 15.6 update came out to the public I was in New York and it was functioning well, since came back to DR stopped, initially I thought it was and isolated problem with my phone, the try my wife’s and a couple of friends with iPhone 12 a newer and they were having the same problem. Strange enough in my iPhone Xs weather app is working fine but on my iPhone 13 is not,
