My App Store and iTunes has been disabled. I went to the apple part of my phone and tried to add a new credit card, but it wouldn’t take it. It again told me that it had been disabled. Help please

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
