Legacy Contact is not the same as Recovery Contact
Sign in to your Apple ID account page and check / update your Apple ID details.
On the Sidebar click 'Sign-in and Security' -> scroll Legacy Contact.
There you can see if you have added Legacy Contact or not.
You can always remove it.

That is what I am trying to tell you, on my Apple ID account page in settings where is says “legacy contact” there are zero contacts listed. Yet whenever I login into my account through safari or another device it says there are 2 legacy contacts and all I can do from that point is “continue on device” which says there are NO legacy contacts
Thanks, they had me screen mirror and then screen record for the engineer to take a look as the senior advisor stated never seeing anything quite like that. It’s doing several other weird things as well. Thanks for the kind words and trying to assist!

Thank you for your feedback, it is appreciated.
And good to hear that it was solved by the engineer.
You're welcome.
Maybe you have logged in to the device with another Apple ID.
I know they aren’t the same. I was simply stating that it was with both the legacy as well as recovery
