I can’t seem to change the default hair color on my emojis. For example, under Smilies section, the girl with pony tail I changed to brunette and want to change back to blond. When I long press I can only change skin color now not hair color.

Are you using the standard Emoji keyboard? You can check under Settings > General > Keyboard > Keyboards. The standard one just says "Emoji".
If so, and when long pressing you see other options such as skin tone but not hair, it may not be available for that emoji. Emojis are updated with iOS and there may be changes as they are updated.
