Hi, my iPad Pro 12 inch is a 3rd generation and right now has no warranty. Can I purchase a warranty or service plan for my iPad?

No. AppleCare+ plans must be purchased within 60 days of original purchase date. A 12.9" iPad Pro 3rd generation was released in 2018, so there are no warranty plans available for a nearly 4 year old device.
