Cannot reach the FaceTime and iMessage activation server

Cannot reach the FaceTime and iMessage activation server on an iPad Pro. I can reach other sites and services such as App Store.

I have FaceTime and iMessage setup and working on other devices on the same AppleID.

Getting the following error:

FaceTime Activation

Unable to contact the FaceTime server. Try again

Why can’t I do this on the iPad Pro?
