I have changed content restrictions in screen time to unrestricted access and have also turned off content and privacy restrictions completely, but some websites are still coming up as restricted?
I click allow website and put in my screen time passcode but this does not unrestrict the website either?
Are you using the same apple account on another device? If yes check Settings > screentime
see if share across devices is on if it is turn it off and it should fix it.

Try restarting your browser.
I am using the same apple ID however my screen time is not shared across devices
