How can I add Wi-Fi calling to a fairly new assigned address???

WiFi Call, Hotspot, VoiceMail (Visual or Normal) all are Carrier Specific features. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.
