The setting for Wifi calling would only be in Settings > Cellular IF your carrier has enabled the feature for the number associated with that phone. Hence why I told you to contact your carrier for help. Apple isn't responsible for Wifi calling.

Wifi calling is a carrier supported feature. If you don't see the option in your iPhone, you need to contact your carrier for help. Apple has nothing to do with the feature.
