Changing country/region.. reset my credit

Dears I need to spend my credit in order to be able to change my country/rejoin, I currently have only 0.06 $ and not able to purchase any thing that’s why I need to reset my credit

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
