Reset credit on my account to change the region

I really need to reset the credit on my account to 0.00$ so I change the region

I can’t spend it because it only 0.02£ pence so I want to reset it so I can change my region to United States because I already bought a 100$ credit card

https://support.apple.com/en-us/HT204145 i suggest to follow this..spend the balance on ur acc if u can't spend it I suggest to call the support
