My iPhone XR was stolen, I have had set up lost my iPhone, and it was offline; but unfortunately I couldn't see it on the device list of Find my iPhone no more, its not part of my icloud account. what can I do to set up the activation code or lost mode?

Someone would need your Apple ID & password to remove your phone from the device list in Find My. The way that can happen is if you respond to a fake message that appears to be from Apple about your lost phone.
You should change your Apple ID password. See: Change your Apple ID password - Apple Support and If you think your Apple ID has been compromised - Apple Support

thanks for the reply, but i have set up Find my and i was actually following the activities; but currently i was removed from the device list of my icloud account.
