lost iphone not registered on apple
I have my iphone registered with Icloud. My wife does not. She lost her Iphone and I need to register her phone and then do a find my phone. HOW?

You don’t. You have to sign into the icloud account and activate find my on the device itself.
If Find My was not active, there is no way to turn it on without physical possession of the phone.
