Payment methods for what exactly? To be associated with your Apple ID and/or to add to the Apple Wallet? Regardless, Apple does not determine what payment methods are accepted. The issuing credit institutions do.

Thanks for clarifying that. Regardless, as you can see, Apple does not have an agreement with other financial institutions in India other than those two you mention.
