In this case you have to contact Apple Support ☞ Contact Apple for help with Apple ID account security – Apple Support (UK)
If you are being prompted to "Update Apple ID Settings", enter your Apple ID password and the passcode for the device being used. If prompted to enter the passcode from a different device, enter that passcode, or tap "Forgot Passcode".
If prompted to approve from another device, look for a notification on all your other Apple device that are signed into iCloud. Tap Allow on one of those notifications. Enter your Apple ID password.
If "Can't Approve" appears, you should see the option to reset the encrypted data for your account. Keep in mind that this may cause some Keychain, Messages, Screen Time, and Health data loss
Can you sign out of the incorrect Apple ID and sign into the correct Apple ID?
