I have an old work( i have purchased it) i phone that contains multiple treasured family photos
my personal i phone and macbook pro are connected to a separate apple id
I would like to retrieve the family photos
at that point I will no longer need my 2nd apple id

Personally - for simplicity, I would use the image capture app to transfer the photos from the work phone to a folder on your mac.
You can then import them to the photos app from the folder.

Back up the work phone
Turn off iCloud photos (Settings > Photos)
Log out of your work phone and log in again with the Apple ID to which your work pictures will upload.
Turn on iCloud photos on all devices.
Your pictures will then sync across your devices using iCloud.
Or, connect your phone to a computer and sync your photos from the work phone to your computer
