My wife and I both have iCloud accounts for our photos from our phones. Is there a way for me to merge our photos or someone retrieve the photos from my wife’s iCloud account?

You can't merge iCloud accounts.
What you can do is set up a separate user account on your mac which you sign into your wife's iCloud account. You can then sync a photos library on that account with her iCloud account
If you really want a merged library, then you could set up a library on an external drive that both accounts use as the system lirbrary. Though that would also merge your online iCloud accounts (both accounts would contain all the photos)

I probably don't want to merge our accounts per se, but would like to retrieve photos from her account into my account and delete the photos that I move from her account to mine. Is there an easy way to do that with our accounts besides individually sending her photos to me?
No - it will be manual
But the easiest way (assuming more than 1 or 2 photos are needed) will be to export a batch of files (in one step - select them all, then file>export unmodified original) to a folder on the senders mac, then transfer them to the receiver mac via usb stick, and import them from there.
If both accounts are on the same computer is there a way to share a folder or drive?
You can use a shared iCloud drive folder as the easiest way.
Alternatively either of you can give read/write priveliges to one of your folders to another user on the mac.
