Ipod Touch will not restore

I have put my 8g ipod touch into Recovery Mode and connected to itunes using Windows 11. Get to RESTORE>RESTORE AND UPDATE> then "The ipod software update could not be contacted"

I cannot get into the device itself as it displays "THE DEVICE IS DISABLED" It is my ipod and I know the passcode if I could get to that screen, but alas, cannot.

Ive attempted the fixes in the article HT203213 up to and including reseting the hosts file all with no luck.

Any advise?

iPod, iOS 9
