My iPhone 6 says it’s currently updated at IOS 12.2. I can’t get the option to update to a newer IOS system which also means I can’t download apps I want like Walmart or target because they require a more recently updated version of IOS

Some of the devices have limits to their iOS versions so they can run and not cause issues.

Try this:

If there is a profile icon on the top right:

  1. Install the app on your computer if it is not on your iCloud account.
  2. Click the profile icon on the top right.
  3. Go to purchases.
  4. Scroll until you find the app, and without opening the page for the app, click the blue cloud.

If there isn't:

  1. Install the app on your computer if it is not on your iCloud account.
  2. Click purchases in the bottom tab.
  3. Scroll until you find the app, and without opening the page for the app, click the blue cloud.
