How to update iPad mini 3 higher than iOS 12.5.6?

I have a ipad mini3. It can’t upgrade higher than version ios12.5.6. So I can’t use app store. Help me please.

Try downloading the applications to a newer unit on the same Apple ID first.

I need help updating my iPad if possible! I have an iPad that is IOS 10.3.3. However, when I want to download apps it refuses me and said I need iOS 14.
