On the iMac with no start up chime, run this command in the Terminal…

sudo nvram StartupMute=%00

If that doesn't work for some reason, reset NVRAM.

Reset NVRAM or PRAM on your Mac - Apple Support

FWIW, the "Play sound on startup" setting was not available in Catalina.
