Blue border cycles thru screen; magic keyboard doesn't work

Blue border cycles through highlighting fields and selections on my iPad 2021 every time I try to type on my magic keyboard. Accessibility \ Full keyboard access is off, and the button greyed out so I can't toggle.

Can anyone help!

Go to

Settings > Accessibility > Switch Control > turn Switch Control : OFF
