Can’t share book in Family Sharing

Hi. I’m trying to access a book purchased by a family sharing member but it only lets me read a sample. After 44 pages I have to purchase it, even though this family member already bought it. Is it because we live in different markets? USA vs Central Am? I was able to download another book from my family member’s library, however.
