The Photos.app is installed as a part of the System. You will find it in the Applications folder and usually already in the Dock.

To open your iPhoto Library in Photos hold down the options key ⌥ firmly, while launching Photos. Release the ⌥ key, when you are seeing a list of all libraries and select your iPhoto Library from the list. Photos will create a new Photos Library from the old library. It may take a long time, if the library is large. Don't interrupt it.
