I created shared albums on iPhone and iPad and just noticed that they do not appear in my Albums list on iCloud.com via Safari.
what is the feature of shared albums? e.g. are they linked to the device only?

If you enable "Public website" for each of your shared albums, each of the albums will have a link where you can see them online. Only people who know the link can access these albums. I have created a note where I am collecting all links to shared albums. This way I can see them in a Web browser as well.

Note : you can't literally see the list of albums when Apple ID is signed in with account credentials at www.icloud.com via safari , however the albums can be viewed in photo application of Mac .
