Firmware not supporting APFS in mac pro 6,1

Actually, I got the firmware lock on Mac Pro 6,1 and got it unlocked from the vendor, but now I am unable to install high sierra OS and the above OS is getting an error, "you may need to update firmware for install in this drive". I searched a lot but did not get any solution. please guide me on how I can update the firmware of this mac for installing OS on the NVME drive. I have tried to install OS on INTEL SSDPEKNW010T8 and Samsung SSD 970 EVO plus the same error "disk4 is not convertible to APFS: This volume is not formatted as Mac OS Extended (Journaled)." for both drives and these drives are formatted in Mac OS Extended (Journaled).

I am attaching the hardware overview of this Mac Pro 6,1

Please help me.

Thanks

Trying to install Monterey on an After Market Internal drive is presenting a challenge to some other users on the Monterey Forums.

It appears, from observations only, Non Apple Certified Internal Drives will balk with Monterey installation.

The Installer is specifically programmed to look for Apple Internal Drives.

It needs to Flash a new EFI BOOT ROM , that is contained within Monterey, to the destination computer.

Until that condition is met - Monterey will not install.
