Draw mask not moving drawn object/person

Hey Guys,

Im at my end here. I cannot figure out why the draw mask is not moving/animating my freeze frame/person how i want it to. Please help. See screen shots below. When i move the position it only moves what seems to be the background. im adding the keyframes to the top layer so the bottom layer stays the same. im not sure whats happening.

hmmm so my steps is:

  1. freezeframe the clip
  2. separate it and add how many frames i want it to be i.e ^ D 20
  3. add the draw mask effect and do my draw points
  4. key frame the position and try to animate it

What am i doing wrong or could you elaborate on what you mean im trying to animate the draw mask? i wanna be able to make this: https://youtu.be/ROBd_HM6-fA < i follow that video exactly and still no luck.
