Why is my iPhone blocking text messaging to android phones?

My iPhone 12 Pro Max is not sending or receiving text messages from android smart phones, it says blocking is activated and I have not activated blocking these numbers

Talk to your cell provider about your SMS plans and make sure they provision SMS properly.
