Once photos are deleted from my phone and gone from recently deleted are they gone forever, or can I still recover them?

Use a Different Device:
What happens when you use another device associated to your Apple Account? Are they accessible in the Photos app?
Check iCloud, Directly:
Did you check iCloud Photos? See if they reside in iCloud Photos. As long as Photos is still enabled in iCloud on this device, then all will be recoverable. Go here: https://www.icloud.com/photos
