If I deleted photos from my phone can I get them back from my iCloud somehow
Check your Recently Deleted folder on the phone. Are you using iCloud Photos?

If you deleted from the Recently Deleted folder, you had to have read the warning that deleting from there will permanently delete the photos. They are gone.
I deleted them from that too and I wasn’t using iCloud photos
