My wife bought an iPhone 11 and her apps transferred from her iPhone eight but won’t load. When I try to load individual apps my priority it says my connection has low data mode (connected by hotspot to my phone) but the low data mode button is off. Could this be providing the apps from loading?

Absolutely. Apps are downloaded from the App Store. You need a Wi-Fi connection (no Hotspot, no VPN) and a well charged battery to proceed.
