About back up from itunes will also restore photos from icloud ?
Hey I need to ask I have a backup on my PC. If I restore my phone with that backup it will also take my photos back which I have backed up in icloud or not ?

Cool, you do have it on. This means your pictures and videos are synced to iCloud Photo Library which is separate from any backup.
