iCloud storage
I purchased a new iPhone 12 Pro; which has a new Apple ID. I am currently paying for extra iCloud storage on a different ID account. Can the old ID account be deleted or transferred to my new ID account?

It can be deleted, but with it will go all the purchases you made on it. They cannot be transferred to a new Apple ID.
Why is the new iPhone using a new Apple ID?
Log in to the old one on the new iPhone, and keep using all its purchases, subscriptions and iCloud content.
