When backing up with Finder on my Mac, does it include Hidden Photos and can the iPhone XS Max backup be used to restore on iPhone 12 Pro without loosing anything?

First, is iCloud Photo sync off? Go to Settings[your name]/iCloud and check. If iCloud Photos is OFF, then the photos will all be in the backup of the XS. If it is ON none of the photos will be in the backup, but you can then sync them from iCloud to the new phone.
I understand that I can expand my iCloud storage, but that didn't answer my question. I want to know if all the data is backed up including hidden photos in a finder backup and it can be restored in an iPhone 12?
ALL of your data that is not synced to iCloud is included in a backup to either your computer or to iCloud. ALL means ALL. And ALL even means hidden photos.
But iCloud just has 5GB storage, I want to back it up with my Mac and transfer all the data to iPhone 12. without missing anything.
You can expand iCloud to 50 GB for 99¢ a month.

Yes, you can restore a backup from any iOS device to any other iOS device that has the same or later iOS version.
