Hello Xyrdy,
If you do not have an Apple device then what you can do with Family Sharing is very limited. It would be helpful to know what it is you want to do and on what equipment. As far as non-Apple devices are concerned, this is the only article I could find where you can actually manage Family Sharing from a non-Apple device. You can share things from iTunes on windows but you have to be invited to a family first; there's no management feature.
