Unable to download or delete an app saved to my iCloud

Ever since changing my phone from 8 to 11 I’ve been unable to download gamepigeon to my phone because it’s been previously downloaded with my iCloud to my iPhone 8 and now I do not have them anymore but I still can’t download it to my iPhone 11 because it’s saved to my iCloud and everytime I try to download it it won’t because it’s saved to the iCloud and I try to delete it still in the image below and it still won’t make the delete app available to click on
