If I back up my device to icloud, then I delete messages on my device to free storage, can I still see those messages in icloud?

You cannot see messages in iCloud if they are only in your iPhone backup. The only way to see messages in iCloud is if you are using iCloud Messages. However, if you do use iCloud messages, if you delete a message from the iPhone in that configuration, it also deletes it from iCloud. It is a syncing service, not a storage service.
