what is time machine backup?

The apple reps transferred all my files from my old MacBook to the G T , but the files from GT could not be access when I attempted to transfer them to the new MacBook.. every time I attempted to save the file ..it says " couldn't be open because it is in time machine back up" . What does it mean?
