You will need to redeem the offer on your new Apple device, in the TV app, as indicated. There you will find “Enjoy 1 Year Free”. Then follow the on-screen instructions.

There are more conditions. E.g. Users can redeem the offer only once. Previous subscribers may not qualify for this offer.
If you qualify, and if you did as described in the guide, and you still do not get to see the year offer, then contact Apple Support. They can assist in getting you the service, if needed using activation codes.
A lot of what I posted earlier and what others have been posting here was all covered by using the link I provided in my first post. Check you eligibility using the link on the page. Yes, check it because then you know Apple knows you are eligible and if they don't then you know that that is the problem and not something else. Sign in exactly according to the instructions given in the link:

I am entitled to a year free apple tv with my new phone but when it ask me to accept the subscription, it only offers the 1 month free.
