Read the info at the link I provided. It says how points are awarded and what perks each level gets.
And it doesn't matter how many topics.
Don't confuse a user tip with a straight answer to someone's question though. You can answer anyone's question if you know the answer.
Once you’ve reached level 5 you’ve gained more experience on how the community works. That’s the idea. Experience, which you currently don’t have. You are free to help answer on any topic you wish.
You can always post a question with the answer in it. I've seen this done. Don't know if it's legit.
