How to write a user tip - can't find the "Post" button

Just got level 5 and took a look at this article (last updated in 2018): How to write User Tips - Apple Support

For some reason I can't seem to find the Post button anywhere. I think it got changed to "Ask a Question" (in the top right corner of the site). Does that button now change back to "Post", or would the appropriate button or link be located elsewhere on the site?
