iCloud didn't upload all my photos

My phone has been having issues where it freezes or doesn't load but it's usually resolved when I turn it off and turn it on again. This time when I did, all my photos were loading back slowly but bout 2-3k photos didn't load. I know my iCloud storage is full but this never happened before? Can I get them back?

You can possibly try restoring from a backup to see if they'll return.

The photos did not load probably because of the lack of sufficient iCloud storage space to accommodate them.
