IPhone 7 iCloud photos

The storage on my phone is full, I upgraded my iCloud storage and my phone is still full. It appears la photo upload is frozen and stuck at 1%. How do I stop the upload that’s frozen ? Then how to I proceed to transfer files to my iCloud to make room on my phone??

iPhone photos to iCloud - "Not enough iPhone storage" I have run out of storage space on my iphone and selected to have my photos optimised and uploaded to icloud. Half way through uploading the transfer paused itself with a "not enough iphone storage" error, the phone's storage has also increase since the transfer started. iCloud didn't upload all my photos My phone has been having issues where it freezes or doesn't load but it's usually resolved when I turn it off and turn it on again. This time when I did, all my photos were loading back slowly but bout 2-3k photos didn't load. I know my iCloud storage is full but this never happened before? Can I get them back?
