Can I use an iPad Pro with wifi and Celluar running iOs 14.3 to set up an Apple Watch Series 6 with GPS + Cellular?
Not even with Celluar on the watch? Perhaps I can just set it up with my iPad?

No an apple watch will only work with an iphone.It is an accessory of the iphone.
No it's an iphone or nothing.
The Apple Watch shares the iPhone's phone number. The iPad does not really have a phone number for making cellular calls. It just has a data service. Not the same thing.
