My new iPhone 12 will not give me an option to sync with my iTunes library on my laptop. Many songs and playlists are missing on the cloud.
I’m not suggesting that you should use iCloud music, I am asking if you DO use iCloud music. That would be a reason why the option to sync music from iTunes does not appear for you.
Explain what you mean by not giving you the option to sync? Does the computer see the phone? What happens when you try to sync?

iTunes 12 only lets me sync voice memos instead of music.
When I connect my iPod, I get options to sync all my music or selected playlist and songs. When I connect my new iPhone I only get an option to sync voice memos.
I want to download my entire iTunes library from my laptop to my phone without having to use the cloud.
Do you not see this screen when you try to sync music to your phone? You don’t see Entire Music Library as an option?
My phone icon appears, and I selected and then choose music, but it doesn’t give me any options to sync other than for voice memos.

What if I don't want to use iCloud music? I want my owned music to transfer to my iPhone. ICloud music will not upload all of my music, so it is not available from the cloud.
