Bought a used Apple Watch and cannot pair it because activation lock is still on. Contacted the seller who then contacted Apple to disconnect said watch from their Apple ID and supposedly it has been done but I still
cannot pair as it still says activation lock is still on. Help?

Return it for a refund.
There is no way for you to bypass the activation lock. Only the owner of the account used to lock it can remove the lock.

That’s probably what o will do as I’ve had no luck convincing the owner that the lock is still on and it’s up to them to remove it
