Apple Watch for kids

Hi, if I have an Apple Watch SE (GPS only) am I able yo track(gps) and text with an Apple Watch 3? I’m thinking about getting one for my daughter but my watch does not have cellular. Would I need to get her one with cellular? She does not have a cell phone, only I do.

My main goal is to be able to communicate with her, and track her whereabouts but I’m not that’s possible since my watch is GPS only.

For the non cellular watch to make and receive calls the phone would have to be with the person making or receiving the calls.

If she had a cellular watch this might be of interest;

but you need an apple watch 4 or higher to do this.
