Parents watch requirements- family set up

I know I need the GPS with cellular for my child’s watch to work with family setup, but is that require for MY watch too? I have a phone to pair to my Apple Watch. I want to be able to call and text and locate him, but I’m not sure if I need cellular…

Can I do a family setup on Apple Watch SE(GPS) I've got an iPhone 8 on my account. My daughter earned an Apple Watch SE(GPS) through Girl Scouts. I'm trying to setup the watch for a family member but it keeps telling me that it requires a cellular watch. From what I'm reading, that's only for certain functions. Am I doing something wrong?
